Scott Larkin

Our Founder

Scott Larkin is the Founder, Chairman, and CEO of New Earth Corps, LLC. He established the organization in 2024 to advance disaster preparedness, resilience, and emergency technologies through practical research, education, and innovation.

Mr. Larkin served in the U.S. Navy, where he held leadership roles in cybersecurity, information technology, and disaster response. He earned a bachelor's degree in Biology from the University of the State of New York and a master's degree in Computer Information Systems with an emphasis in Program Management from the University of Phoenix. He is a certified Project Management Professional (PMP) and Certified Information Security Manager (CISM).

Throughout his career, Mr. Larkin has supported emergency response efforts during major events, including the 1989 Oakland–San Francisco earthquake, the 1991 Mount Pinatubo eruption, and the 2001 Pentagon response following the September 11 attacks. His experience includes disaster preparedness, emergency management, cybersecurity, and resilience planning for government and commercial organizations.
